A village on three county lines

Cement City is a genuine oddity: a small village sitting where Lenawee, Jackson and Hillsdale counties meet, south-east of Brooklyn. It grew around a Portland cement works in the early 1900s, which is where the name comes from and which still shows in what is left behind.

The three-county position is the thing to know about before you book. Which authority issues a street permit depends on which county and which township a road belongs to, and out here that is genuinely not obvious from an address. If the container has to go anywhere other than your own property, give us the road name rather than just the address and we will establish whose desk it is.

On private property you need nothing, in any of the three counties, which covers nearly every delivery we make here.

Concrete, and rather a lot of it

A village built around a cement works has more concrete in the ground than most places its size — foundations, slabs, footings, old industrial pads and paths poured when the material was close at hand and used generously.

That matters because concrete is the one material where almost everybody guesses wrong. A ten yard container filled with concrete reaches its legal travelling weight when it looks around a third full. That is axle weight on Michigan roads, not caution on our part. For a slab or a drive removal a ten yard is nearly always the right box, and two of them beats one larger one every time.

The other rule is that it has to stay clean. Concrete, brick, block and stone go to a different facility from mixed waste, and one bag of rubbish, one length of timber or one coffee cup re-classifies the entire load. If there is a crew on site, say it out loud at the start of the day — we have seen plenty of clean loads ruined by one helpful person tidying up at the end. More on clean fill containers →

Old industrial ground, and when to stop

Properties on or near former industrial ground need a more careful eye than an ordinary village lot, and this is one of the few pages where our advice is partly about what we will not take.

Buildings from the cement era and the decades after it commonly contain asbestos-bearing material: cement-board siding, pipe and boiler insulation, nine-inch floor tile and the black mastic under it. All of it is harmless left alone and hazardous once disturbed. It requires licensed abatement and documented disposal, and no container we own can take it. If you open something up and are not certain what you are looking at, stop and have it tested.

The same goes for drums, tanks and anything that held a bulk liquid. Michigan bans used oil, bulk liquids and empty drums over a certain size from landfill outright, and an underground or above-ground tank needs emptying and cleaning by somebody who does that work. Raise it before the job starts rather than at collection.

Permits

Do you need one in Cement City?

Not on a driveway or private land. On the street or kerb, yes — in Cement City that permit comes from Woodstock Township, in the property owner's or contractor's name. Most deliveries here go on the driveway, which needs no permit at all. Permits and placement in detail →

Cement City · common questions

What people in Cement City ask us

I am near three county lines. Who issues a street permit?

It depends which county and township the road belongs to, and here that is genuinely not obvious from an address. Give us the road name rather than just the address and we will establish whose desk it is. On private property you need nothing in any of the three.

I am taking out a concrete slab. What size container?

A 10 yard, and possibly two. A ten filled with concrete is at its legal travelling weight when it looks a third full — that is axle weight on Michigan roads. Two small containers beat one large one every time on clean fill.

Can I put a few bags of rubbish in with the concrete?

No. Clean fill goes to a different facility from mixed waste, and one bag, one length of timber or one coffee cup re-classifies the entire load. If there is a crew on site, say it out loud at the start of the day.

The building has cement-board siding and old pipe wrap.

Stop and have it tested. Both are classic asbestos-bearing materials from this era, harmless left alone, hazardous once disturbed, and not something any container can take. Same for drums and anything that held a bulk liquid.
